"still unsolved in few weeks after formatted hard drive", I still having this issue in almost four weeks, when i formatted on my hard drive after unknown attack in my computer or adware has hid with a program that i downloaded from CNET, a trusted site but not anymore at this time. I decide wanted to format the entire hard drive. After the format, it gets better and performance has improved but I see something wrong in the display became a bit fuzzy and blurred since i already installed all drivers from the motherboard disc manually. In my first thought that might related to video card issue, I reinstalled on GFX driver (Nvidia) from a website before the first attempt was failed and took few different drivers from the older (v31x.xx) to almost new, but not latest one. I've noticed the installer did not gave the flashing screen until it has finished. Around the workaround, i had updated my motherboard, has tested my old monitor using HDMI/VGA, tested my HDTV using HDMI only, re-seated my video card at couple times, i reformatted at couple times in drivers properly without internet connection and at one time to ported my old monitor and few things that i can't remember what i did in few weeks ago. Finally I contacted two of different tech support from the companies that I bought video card (EVGA) and a motherboard (ASUS), but these solutions recommended me to reinstall drivers, explained to uninstall the existing driver and told the video card may be corrupted with multiple drivers and lastly, they has asked me to RMA my card and i held on the motherboard once i would get a replacement card first. So when i did removed my video card at the first and packed up in a mailing box before the other day I was planned to drop off because of the late night. My computer has built-in integrated graphic called, Intel HD Graphics, that came from the motherboard. Again, I noticed the quality seems still same because the display did not changed since the video card onboard on it, I uninstalled integrated graphic driver to tested if the quality should be same and it was, also installed integrated driver has not given flashing screen again. As i would my best guess should be a motherboard or Windows Installation issues. Now I did not send my mailing box along with a video card inside until i try to find this solution that believe not relate to a video card but the motherboard is. These computer parts are just one year old that i built and likely to new brand parts.. Format is just a bad idea i would never do again if the solution has fixed.

Formatting a disk for use by an operating system and its applications typically involves three different processes.High-level formatting is the process of setting up an empty file system on a disk partition or logical volume and, for PCs, installing a boot sector. This is a fast operation, and is sometimes referred to as quick formatting. Reformatting often carries the implication that the operating system and all other software will be reinstalled after the format is complete. Rather than fixing an installation suffering from malfunction or security compromise, it may be necessary to simply reformat everything and start from scratch. Various colloquialisms exist for this process, such as "wipe and reload", "nuke and pave", "reimage", etc. Sometimes, data present in the physical drives (Internal/External Hard disk, Pen Drive, etc.) gets lost, deleted and formatted due to circumstances like virus attack, accidental deletion or accidental use of SHIFT+DELETE. In these cases, data recovery software are used to recover/restore the data files. Logical recovery of files, partition, MBR and filesystem structures After the drive has been cloned to a new drive, it is suitable to attempt the retrieval of lost data. If the drive has failed logically, there are a number of reasons for that.Data damage can be caused when, for example, a file is written to a sector on the drive that has been damaged. This is the most common cause in a failing drive, meaning that data needs to be reconstructed to become readable. Corrupted documents can be recovered by several software methods or by manually reconstructing the document using a hex editor.
